In a previous post, I provided an overview of what the House Energy & Commerce Committee says HR 3200 (the Democratic Healthcare Reform bill that includes the public option) will do for each of Louisiana's seven congressional districts.

In this post, we'll look at the cumulative numbers of what HR 3200 will bring to Louisiana individuals, families, businesses and hospitals. These numbers were compiled by going through the district reports and adding up the numbers.

The Committee report shows: the number of small businesses that will get tax credits providing coverage for their employees; the number of seniors who will no longer have to deal with the 'donut' in Medicare Part D; the number of families that the will will help avoid bankruptcy due to the cap on out of pocket medical expenses included in the bill; the amount of money hospitals will receive by avoiding what are now uncompensated care costs; the number of uninsured Louisiana residents who will receive coverage under the bill either through private insurance or the public option; and, the number of households in the top 1.5 percent of incomes that will pay a healthcare surcharge.

Here are the statewide numbers by category:

The number of Louisiana small businesses that will receive tax credits to help provide health insurance to their employees: 87,900.

Number of seniors who will be able to avoid the donut in the Medicare Part D program (the bill will phase it out): 46,600.

HR 3200 will create a cap on out of pocket healthcare expenses. This provision will help reduce bankruptcies related to healthcare expenses. The total number of families that will avoid bankruptcy each year as a result of this bill: 6,650.

Amount of dollars going to hospitals and providers to cover what are now uncompensated care costs: $1.208 Billion.

The number of Louisiana residents who would have health insurance under the provisions of this bill: 699,000.

Finally, the question has been asked 'How will we possibly pay for this?' The answer, in HR 3200, is to impose a healthcare surcharge on the top 1.5 percent of incomes in the United States. In Louisiana, that means that 16,040 households will be taxed more.

16,040 Louisiana households (and others like them across the country) will finance all these benefits to Louisiana small businesses, individuals, families, hospitals, doctors and other providers.

It's a small price to pay for rescuing a system that is teetering on the brink of collapse.
